Please make sure the account that owns the licenses has the console set as their primary PS4.
After doing so, please use the Restore Licenses feature of the PS4.
If that doesn't work, you'll need to contact Sony concerning a license sharing issue, as that's a Sony feature, not a Bungie or Destiny 2 feature.

Thank you, what you said actually lead to me figuring out what happened. My older brother set the PS4 I use as his primary PS4 so he could game share Minecraft with my younger brother, thus resulting in my younger brother not being able to game share D2 with me. Basically, one switch was flipped (that I didn’t know was flipped in the first place), and it messed everything up. I changed the setting back, and now everything is working properly again. Thank you for the quick response.
