While logged in on his profile, go to settings, all settings, personalization and ensure that the Xbox is set up as his home Xbox.

I'm not sure then. Have you tried having both accounts logged in at the same time?

Sadly yes. I think we have tried just about everything now

Only thing I found online that might help was a post about same problem during TTK. Guy said he logged into destiny, then signed in on the owners account to Xbox, went back to destiny and selected purchase from the game menu. It told him he already had it and he was able to log out of the owners profile and play on his own. Good luck friend
