Why is Bad Juju suddenly good?
I may be revealing my Destiny old-age here, but why is Bad Juju suddenly viewed as a good gun? Are ppl using it for something really specific, or did they change perks on the Y2 model to make it better?

It's always been good. What your seeing is called "Buff by proxy". Bungie didn't do anything to make the weapon itself better, but they did nerf some of the other high TTK weapons and took HandCannons off their pedestal as PVP gods, as well as giving pulse rifles a slight boost overall. This has lead to the comparative strength of weapons like Bad Juju being increased even though they haven't been touched.
