If there is a constant drain then essentially it would be the same as crota since the shields would never regen at all. Everything would likely be a one hot kill.

That's the point. Crotas End featured us getting a few hits or in the case of 31's against 32's, three max. New Fallen leader? You have a corroding shield. One of the things I can see with that though is a designated chemical purification zone made of light. Gain temporary shields while the zone shifts and moves according to the battlefield vents.
