The thing with the Hulk is, the longer he fights, the angrier he gets the stronger he gets. He's got no theoretical ceiling limit to how strong he can get. However. He can face opponents that are stronger than him and get knocked out before he reaches a state strong enough to rival or surpass his opponent.
So the question here is, can Goku dish out enough punishment to knock Hulk out before he reaches a state that can rival Goku? That's hard to say. Goku is a sportsman and the Hulk is the opposite of him in almost every way. If Goku was doing his usual good sportsmanship which he always does, then it would give time for Hulk to increase in strength.
I know that Goku has a wide range of abilities over the Hulk's basic brute strength but by now we've seen that Hulk is resistant to a hell of a lot of forms of damage and energy based damage. Personally, I think if Goku was playing nice then it would be a fatal mistake on his part and Hulk would eventually rage hard enough to reach a level of power to fight Goku.

If Goku got serious enough, which most likely he would, he wouldn't hold back against hulk. Goku also becomes stronger the longer he fights. Goku can do one move that would destroy hulk completely with a single hit.

You know, just because Goku has a oneshot KO attack doesn't mean he can use it. For starters, Goku has to hit his target. And if the Hulk's reached a state to rival or surpass Goku then that's not an easy thing. And secondly, although I don't know much about that attack, I hear that it uses the energy of a spirit bomb. Those things take time to charge. Hulk isn't going to sit around and wait. He's a roid rage monster with no end to his power.

Goku can do the Super Dragin fist instantly and Hulj can't get that much faster

Sure he can. Here's the thing. If you're at a level of power like Goku is, then even a slight jump in power over Goku's level is going to be enormous in magnitude. Even if Goku can pull it off instantly, he still has to hit Hulk. If he misses then he's in trouble. Goku is a strategist and fair fighter. He thinks with the mind of a fighter in terms of martial arts. Hulk isn't bound by those restrictions. He's a complete wildcard. So while Goku might have plans to trap Hulk into a situation where he can't escape the attack, there's no way to be sure because of how unpredictable Hulk is.

But Hulk has never been shown to get faster, and it would take forever to get to Gokus level.
