This is already in the game. Go to the roster menu and change it to invite only, friends only or public only.

There is no option on xbox one the only option in the roster is to snap the xbox party app.

You weren't specific you just asked for the option. On the PS3 & PS4 versions it is in roster click on the picture next to fireteam and select how you want it to be. friends only, Invite Only, Or Public. I would assume the XBox versions have something similar.

Then you might want to put some context in your original post stating put this in the XBox version. Because it's already an option on the Playstation versions.
