This restriction may be caused because it is relevant for online gameplay. If he was playing the other games offline, he wouldn't have hit the parental control. Destiny requires an online connection at all times, and the parental controls may restrict this. Please see the steps below on adjusting the controls:
There are two different parental control settings you can access:
1. Console side – This is in Settings -> Parental Controls.
2. Account side – This is managed here: https://account.sonyentertainmentnetwork.com.
For the second option:
1. Navigate to https://account.sonyentertainmentnetwork.com and sign into the “parent” account.
2. Navigate to Account -> Sub Accounts
3. Under Parental Controls (Edit)-> Content Restriction. Set this value to OFF (note – you may want to also set Chat/Message set to Allow so that chat features can be used).

There is no option in the sub account parental settings to turn content restrictions OFF. There is only the Chat/Message options and the User-Generated options. I have allowed both of these and still no play on Destiny. I have one very unhappy 13 year old.

Sorry Bungie, but your suggestions do not work. I have opened all the settings to allow access to everything for my 12 year old sons account to play Destiny on a Sub account on PS4. It is the sub account that seems to be a problem. I get the same error message that 'this account has been restricted from online play via parental controls', but the sub account has been instruction on the console and account side to allow. All other games that have a higher rated pego age than my sons actual age work in the same way, unfortunately Destiny does not. Can you again look into this for us. From a search on the Internet there seems to be a problem with this. Please help. Many thanks.

All, I have since spoken with Playstation about this. Basically, if you create a sub account for someone whose age is less than that of the game, PS4 recognises that the user is not "old enough" to play the game and bars all online features. Because destiny is solely an online game, that means that anyone under the age of 16 (it's Pegi rating is 16) will [b][u]NOT[/u][/b] be able to play Destiny, and the servers check against the age in PSN. Also, you can't change the DOB of a PSN account. The ONLY way around this is to create a new PSN account where the account holder is 18+. That's why so many people lie about their ages. Regarding the parental controls, there's really no point to them as far as I can see... Irrelevant of whether you want your kids to access the game, PSN will not let them if they are not old enough. #NannyState

@Jonesey88 Don't know if this has been resolved or not, but I am having the same problem, I created a sub account, and the age is 16, but it still won't let me play destiny on the sub, due to this "Online play restricted by parental controls" even though everything is set to allow.
