You could try what's in this link but since the hack a lot of people don't have access to their DLC content, even if they didn't change consoles. Check to see if you have access to the DLC on your 360 if you still have it. This may help narrow down the problem. Try to reactivate/re-install your licenses.

Also when you go to the Store is there anything listed in add-ons? If it shows you have it you might have to re-download it. If none of this works keep an eye on the forums for when it clears up for everybody.
Edit: This is DLC 1, DLC 2 isn't out yet. You mean 1 right?

So I am new to the Xbox One Home; and figured out I had to re-install the DLC2. So to help others that may be in the same situation: - find the games add-on section - then find Destiny Add-ons - Then select the "expansion" pass - then it should say "install" - So install it and it should work. If it doesn't say "Install"; I don't know what to do. sorry. Crager2k
