They did this so you couldn't transfer vanguard marks to crucible marks and vice versa since they introduced the ability to buy materials for marks.

Considering you'd need like 30 or so Vanguard Marks to get I believe it was 5 Crucible marks, I'd say that's a pretty fair exchange rate. Regardless, we need something to spend our materials on before they clog up all the vault space and get trashed.
