There is no such thing as a one punch kill in PvP.
The only melee that kills in one hit is the shoulder charge.
You either were already damaged or you lagged out and took damage and were melee'd. The fact you dumped a clip into him and nothing happened is indicative of lag.

i think ive 1 hit people fisting them with the titan before but u need storm fist overload regular fisting doesnt 1 hit even with normal storm fist

Yes except it isn't possible. You simply experienced lag of some sort or had taken damage and you didn't realize it.

I also think storm fist with the "storm fist overload" perk selected is a one hit if it activates, it.could have been one of.those I listed as well.
