It's totally jacked up here on my end, tried resetting Destiny; dropping back into the fireteam, etc. on Patrol i can synth ammo...
not on a strike.
You know, where it's kinda important to come prepared?

I'm having the same problem. I only have one character. So, nothing is being transferred. It just started after the most recent update for me. Maybe wearing the Jackolytes screwed something up...... Frustrating as hell when you're on strikes and every time a heavy ammo synthesis is used, there's a timer but no ammo. Sigh.....
