It's an alpha that doesn't have tons of people playing atm. Pretty sure the place will be jam-packed when the full game is released.

I actually think its a bug. Its impossible that there are 0 people to interact with sometimes , then other times 30 people standing around..its never a number in between ...its either alot of people or none , which makes me believe there might be a bug here.
