Ok gentlemen, here's the rough math on the portal. You really want a reason why High Charity can't, and never will be able to fit into the portal?
Diameter of a portal at 60% cpacity = 72.79
Finding 100% of capacity (x)
60/100 x 72.79/x
60x = 7279
x = 7279/60
100% capacity is x = 121.32 miles.
There you have it.
Portal won't fit High Charity. High Charity is too much of a man for Forerunner constructions.

I base 60% based off of how wide the "wings" of the portal are opened at the time. They are opened up a little over halfway before they hit solid ground. Taking this rough guesstimate, I did the math up above and got my answer. Even if they were opened up at 55% it still wouldn't be enough. The remaining space for the wings to move allowing the growth of the portal wouldn't be enough.
So, we have two canon explanations now.
Bungie dun goofed and, High Charity is monster cock ramming tight Forerunner hole.

Not power. Capacity. I told you. Take a look at the portal's wings. You stated, that the portal could potentially grow larger if the "flaps/wings" were widened. Therefore, I assumed that the portal's potential size was based off of how far the "wings" were extended. So, take a look at the wings. From where they are now, to hitting the ground, they're about over halfway open. So, you take the radius of the portal at the estimated percentage the wings are open, and you do some math shenanigans to figure out what the portal's radius would potentially be if the wings were opened at 100% capacity. Does this clear everything up?

Yes and no. How do we know the portal size linearly correlates with the pylons, and not exponentially?

We don't have any knowledge of any kind on a stabilized portal expanding or shrinking based on the movement of the generators powering it, or the growth rate of a portal. But, for the time being, this goes along with your equations as well, if we consider that the size of the portal alone is determined by how far the wings are spread outwards. High Charity still remains as the one true monster cock of the Haloverse. So, unless they could siphon off more power from their unknown power source and create a larger portal that way, High Charity Still wouldn't fit if we took the wings=portal size theory into consideration. Therfore, we need some info on how much power a slipspace portal requires! Through that, we could probably figure out the rate of it's growth depending on the power being put into it.

Gotta find a way to keep myself up and operational. I have important things to do today. And in the meantime this was a good measure to keep occupied. Need to slow down a little bit now, I think. I suppose this is probably the only thing I'll end up discussing Halo related for a while as well. This one little thread was the only one in what, a few weeks? There are still other factors out there that we don't really know. But, if we were to go off of the theory that it's size is only determined by the wings being open, then that gets shot out of the sky.
