A little late the the party.
We knew this at the PS4 reveal.

The new info is they decided to ditch streaming for the old games and give PS4 people emulation software. So when you pick a old game off playstation now you download the game and run it on your system so you don't get any added latency or graphics problems by streaming.

That says it requires streaming. What I'm quoting says it will run locally with added graphical improvements. You are correct though.
