If your computer has a touch screen - get it! If not and youre using a mouse and a keyboard - AVOID Windows 8 AT ALL COSTS!

This is a common misconception. Windows 8 is very usable without a touchscreen. I use it fine with just keyboard and mouse. It's fast and the new Start menu is great!

Windows 8 is designed for touch screen.

Actually, it's designed for both. Regardless, even if it were designed for touchscreens, why does that automatically mean that it's unusable on PCs?

No, it's designed to be better than Windows 7 was with a touch screen. That doesn't mean it isn't also designed to be better with digital input, because it is. The tile screen can hold dozens of shortcuts, whereas the previous start menu could hold, what, 7 shortcuts? I guess I'm just a little confused as to what people see in the start menu. Why confine so many key functions to such a tiny window?
