I can’t deposit ingots into any chest
I think it happened when running the campaign on my Titan after completing it on my Hunter. I allied with the Pikers on my Hunter and when I went back to deposit the ingots it said I didn’t have the syndicate unlocked. It’s like that at all of them on all 3 characters. Is there a work around? Do I need to delete the quest on all 3 characters and run it through individually on each one?

This worked for me. It seems to lock because you have the quest on one of your alts and it hasn't progressed to step 12. This is the step that requires you to deposit into the chest. Once my alt finished step 11, step 12 auto completed and unlocked the chests for all characters.
