Hey there, just to confirm, are you able to try a new name in the name change box? If you can try a new name, and submit it, this is proof you have a name change available. Players with no changes left, will be unable to even enter a new name into the box.
The 'only change one time' message is old and misleading, ignore that, you should have two changes at least. If you can enter a new name, and it does not save, this is because the name is hitting the name filter and can't be used. You'd have to try something else.

I tried creating a new account but once you link a psn account to bungie its permanent. There a way to delete a bungie account?

If you're in the EU or the state of California then you can request an account deletion through GDPR/CPPA using the privacy request form. However as part of this process, you'll receive a game ban on all your linked platform accounts, so I suspect that's not what you want. There's no way to delete an account outside of that.
