You didn't lock yourself out of Cross-Save by bypassing the prompt.
To set up Cross-Save, please head over to https://www.bungie.net/CrossSave and start setting up your Cross-Save.
When it asks what your main platform is, please choose the platform where the characters you normally use and want are; based on your reply to another poster, you'll want to choose your Playstation save data as your active save data when given the option.
Before pressing the final button to fully enable Cross-Save, make sure you read the overview of what characters will be where for the summary page.

I am unable to do that. Cross save is already enabled and I normally played on Xbox before this. It shows Xbox is my main platform, but I hav ZERO options to change anything

Checking your information through the API information, it appears you chose your Xbox save data as your active save data, so if that's what you want, don't disable Cross-Save. If your issue is that you do not see your characters when you log in on Steam, that's a separate issue.

Yeah I don’t see my characters when I log in on steam. It made a new character and now I can’t do anything

Was your Steam ID previously associated with a Cross-Save?

No it was not. It was a fresh boot of destiny for the first time

I've been told that somewhere within the Cross-Save overview page, you should be able to activate your Steam ID as part of Cross-Save. You shouldn't need to disable Cross-Save.

Do you know where I would see that? Because all I see are the three accounts that are linked at the top, my saved characters and clan. Then past the licenses all I have is deactivate cross save and nothing else.

Unfortunately, I do not, as my Cross-Save is set up fully, so I'm unable to test or look for the place where you might do so. I've forwarded your issue, so hopefully something can get resolved soon for you, or I might be able to provide more information. I don't have a time frame on that, though, and I cannot guarantee that your issue will be fixed, but I've done all I can for the time being. Please leave your Cross-Save enabled for the time being, as if you disable it, you'll have to wait 90 days before you can turn it back on again.

If you have already enabled Cross-Save through the Cross-Save system and chose the wrong save data as your active save data, then your only option is to disable Cross-Save, wait 90 days, then enable it again while making sure to choose the save data you actually want to use. There is no way to avoid the 90-day wait if you wish to change your active save data.

I can’t even do that. When I try to turn off cross save it makes me go through the procedure of turning it off, but doesn’t actually do anything. I am literally stuck unable to do anything to modify my cross save stuff

Please see my other reply. You chose your Xbox save data as your active save data, which is what you intended to do.
