That whole quest is a bug 🐛
Sometimes it works again if you reset the timer on the operator by dunking it back in the machine and grabbing it again.

Really? I tried plenty of times and never worked for me

If it doesn't then it's borked! One option would be to join someone on the same step and have him do the shooting and get it done that way. And the last option would be to open a ticket on the help section and maybe you'll get an answer that way.
