Hey there, that's odd. This normally happens when you have the wrong seasonal artifact equipped. But you have the correct one.
Did you ever own the previous episode's artifact?

Someone I spoke to fixed the issue by playing the Episode: Echoes intro mission, Mesmerize (it is free to play) on Nessus, would you try that?

If you have not played The Final Shape's f2p intro mission yet, 'Transmigration', you need to do that. Next, go to the Pale Heart landing zone, on the far left, 'Speaker's Refuge', speak to Cayde and Ghost. You'll be given the Hunter's Journal here, which was last season's artifact, and this will solve your power issues here in THIS episode, on all your characters. Try that and let me know if it works. Edit: Looks like the whole issue was fixed in today's update so you might not even need to do any of the above.
