Depends on the content and difficulty:

50% DR from an Overshield. Overshields can be extremely strong if you are able to keep it up.
They're both good...
Technically, IF you could keep both going Resto x1 vs. an Overshield... an Overshield is better. In practice, typically you need to build into Overshields to make them viable in more difficult content.
What I'm saying, neither is a wrong or a bad choice.

This spreadsheet is the first place I've seen that states explicitly void overshield as having 50% DR, which is insane... thank you
