Maybe have it where after you create the line the 2nd attack charges through it shattering them and dealing damage. Pve it would deal about the same damage as a shoulder charge while in pvp it'd deal only a small amount of 30 to prevent it from being op

Of course. I'm always for things like these having counter play. It's not really fun dying almost instantly from something that doesn't require much effort to set up. Maybe you could either just remove the freeze Howl still has in PvP, or have the crystal wave take longer to form, kinda similar to how the stasis crystals are sent out by the stasis Subjugators or Boss Fallen that have stasis.
