Grapple has such a short cooldown that it would probably be too broken with the bleak watcher aspect for them to do that.

Bleak watcher changes the grenade cool down to glacier grenade colldown time.

Truth, you can have both but it will take the longer cooldown. I don’t be surprised if this is how they balance a lot of things in prismatic.
