Thats not a bug? mementos are one time use and aren't refunded if you remove or swap them out on weapons

really? seems silly, I thought they were only available to apply to one weapon at a time considering the rarity of them.

Yeah they're consumables - once applied to a weapon if you remove/swap the memento its gone and not returned to your inventory; it seems like its to prevent players from juggling mementos across weapons.
