You get the base game and several years of dlc together which at the time cost a lot more.

I am aware of that, I've bought it myself a while ago. However, when Bungie went f2p with D2, they made around $100 of content free. Ultimately, this probably made them more money in the long run. However, if they can make that content free, why not aswell with D1 who's sales probably aren't that high even?

Because it does not make any money for Bungie, Sony and Microsoft as making it free does not entice people to buy the dlc. Also you can only buy a pack containing everything not the base game and then the dlc separately.

I was referring to the entirety of the game (dlc included), not the base game itself.

You have no chance. While D2 players may want to try D1 out it provides no incentive to by D2 content on it's own.
