Purchases fall under the platform provider not the game studios.
Platform providers are the ones who provide the codes which are then redeemed on their platform store and not Bungie.
If you use fake codes it is the platform providers who take action which could be cancellation of the licenses or full platform ban.

Honestly didn’t thought there could be a problem with codes until I learned that some websites, unsure which, use stolen cards so it can be back charged leaving the buyer with nothing. Steam apparently does not ban because of this, just take back the specific content so should be good. Thank you for your help!
