That is 100% intentional. You only get spoils from the 2 free chests. If you want spoils from encounter chests then run a second raid using the same character.
The trade off is you get nothing from the 2 free chests but you get spoils from every encounter chest.

its not working for me i ran vog 2 times now and got 0 spoils from each encounter

Vog isn't the featured raid this week. The only raids giving spoils this week are the newest ones. You can get spoils from Vow of the Disciple, Kingsfall, and Root of Nightmares
