Bungie will just say its a bug if they do.
Why admit fault when they can say it was not intended? One would be an open statement that they want to devalue players time while the other would make it seem like a simple mistake.
And the point of this being a crazy conspiracy theory has long left the station. They got a track record of this.
Or to put it another way:
If they are chill with covering up misconduct at the office and selling me a pin to say they support the cause while proliferating those kind of toxic behaviors, why would they?
