I've watched a load of pvp videos specifically about Le Monarque. Headshot and handcannon body shot does the job, I've yet to see a single headshot kill from Monarque. It's not D1 pre-patch Thorn that's for sure, maybe just up your resilience, our armor allows for that now.

try a mod that buffs weapons damage on orb pickup and see what happens

Nobody's getting orbs until like mid-game though lol

I used to have a build with charge harvester and supercharged and it's a nice way to basically stack up two one shot bows. In a sense the one shot shots are like an ult for your bow while you would ordinarily use the bow/cannon swap method
