I mean if rebuild the tower was the main focus of the witch queen I think people may become upset.

At least the next expansion seems to focus a little more in exploration. And having different landscapes in the same destination is good and will feel refreshing.

Black Garden, Red War, Curse of Osiris and Warmind were different. Yes there was a main person to kill, but the whole story wasn't killing a group of people one after the other.

Bungie: We heard you and have decided to change theme of Witch Queen. Instead of killing, guardians will now focus on building and helping civilization to grow after centuries of war. It will be renamed "Peach Queen".

Even in D1: Vanilla: Kill (destroy) the Black Heart and the Sol Progeny TDB: Kill Crota and his generals. HoW: Kill the Wolves and Skolas. TTK: Kill Oyrx and his court RoI: Kill the splicers

What do you expect from Bungie? They literally are bringing back TONS of D1 content, including gjallarhorn, because they are too lazy and uncreative to bring us new stuff
