Two simple fixes.
Step 1) Disable special ammo scavengers in PvP.
Step 2) Special ammo only drops from primary ammo kills.
Either one would work alone, maybe together is a bit overkill but idc lol. This way you can still spawn with 2 ammo as you do now, but not ape for five years. Only change I would make before doing this - make trace rifles primary ammo instead of special, their damage is laughable next to regular auto rifles.

Spawning with consistent ammo is the problem, but allowing special weapons to be self sufficient is [i]also[/i] the problem.

If you disable scavs I want charged with light gone too. Those builds are too good also.

Play would turn into players mobbing up and then rolling around the map and team shooting everything to get special to drop. Then continuing to roll around the map spamming a combination of primary and special fire. Just like in vanilla D2 when team fire let you dominate the only sources of heavy ammo....and then prey upon your opponents who had not counter to it. Because the team with the heavy would get their supers first....then use their supers to shut down any super use by their opponents. Bungie will never solve its "special weapons problem", until it lets primary weapons kill fast enough to keep up with the pace of play. Because---until then---there is no penalty to getting caught with a special weapon outside of its optimum range.....and specials are the only weapons that force players to commit to a fight, and an outcome.
