Because the gear from The Dreaming City is from Year 2 of the game. The gear from The Moon is from Year 3.
So while one can argue that the loot pools should have been refreshed (once a century pandemic, working from home), the gear was[b] appropriately[/b] sunset.
No other loot game would still let you take gear from TWO expansions in the past, and then LEVEL IT UP to be relevant for current content. That is GAME-BREAKING, and Bungie finally was forced to admit that it was, and stop allowing us to do it.

It is correct though. Game intends for you to chase new loot. You don’t chase new loot because you crutch old loot and are allowed to. Game broken.

A simple fact to clarify. Both Forsaken and Shadowkeep are still expansions you need to PAY for. Any expansion you need to pay for should offer loot that is still usable period. There is no argument you can come up with to justify sunsetting loot from paid expansions.

This isn't the Activision regime where you have to buy every scrap of content in order to be able to continue to play the game. The business model now allows for players to NOT buy content that they don't want. I don't consider those DLCs to be a good value at those price points....and I support anyone who choose NOT to buy them. But that doesn't mean that---in the short term----that those two DLCs are good values-for-money. However one doesn't HAVE to buy them.

Ok. You are a new player get into destiny. You know nearly nothing about the game. You start playing you enjoying it and you find that you really like the HC from the moon bounties. Then you realize you can't use it because infusion cap. You ask around ppl will be like "sunsetting, deal with it". So you wasted money on two expansion that offer you nearly nothing. Those two expansion should be free... And I saying this who preordered them.

If you want to experience the most IMPORTANT part of Destiny first hard, Which is the story you have to buy these expansions. So basically if you want to EXPERIENCE Destiny you need to buy the expansions because the story is what its all about. Everything from Crucible to Gambit is side content. The story is told within these expansions you need to pay for and IF you're paying for it you should be able to enjoy every part of it. Including the loot you're getting while playing. I literally have Shadowkeep armor and weapon quests still active but there's no point in finishing them because the drops are pointless. To give a simple example. Paying for Forsaken or Shadowkeep is basically buying a Cheeseburger but they left of the cheese. And the employee of this snackbar says to you: Just because you BOUGHT a Cheeseburger doesn't mean you're getting cheese on it. The same thing currently applies to both expansions and Bungie would say: Just because you BOUGHT Forsaken and Shadowkeep doesn't mean you're getting everything you payed for. And the worst thing is that there isn't even a disclaimer you can read while buying these expansions to let you know that content presented within this expansion isn't valid anymore.

[/i][/b] Which is why I was able to predict that the game would eventually be forced to do this FIVE YEARS ago when Bungie first added infusion to the game. I said then that NO other loot games did this....and that Bungie wouldn't be able to manage power issues in the game without taking gear away from us, and would be forced to walk it back. ....and here we are. Right where I said we would be.
