Hi there,
Have you finished the quest related to the [i]Crow [/i]and the Lure? At some point when the quest tells you to collect the Lure you have to pick it up from the table next to him. He does not directly give it to you.

All I have to go off of is youtubers who show the initial interaction and I see they get a mission called "Hunt for the Wrathborn" I never got that mission. I also says "Acquire the lure from the table in the crows workshop" There is nothing on any table in his workshop. So no, I never got ANY mission from him

The quest starts with Osiris calling you to the Moon. The rest follows after. Look on your director for a quest on the Moon to start the Crows questline.
