The Corridors of Time have already closed, but they are not required for Bastion.
There was no issue preventing players from receiving the Bastion quest. Players must complete the required quests in order to receive it.
To claim the quest, players need to fully complete the Saint-14 storyline. This includes completing the following quests that can be claimed from Osiris:
• Recovering the Past
• An Impossible Task
• Completing An Impossible Task
After completing these three quests and claiming their triumphs, players can visit Saint-14 in the Tower to pick up the “Memento” quest located in his inventory.

That's the frustrating part. I did all of those and completed them in the right order and claimed their Triumphs. Had the core, presented it to Saint 14 and ended up with nothing. He has no quest for me.

You have not completed the Saintly Savior triumph yet which you get from rescuing Saint-14.
