Dynamo is disabled.
Can you provide a video showing you using the class ability with (and without) perpetuation?

Thanks for the quick reply - good to know about Dynamo. I'll put the vid together now. Am I correct that it is only supposed to work when dodging near enemies? for both Distribution and Perpetuation?

I know dynamo must be near enemies...not 100% sure about the others.

Went to record and remembered it's now possible to double slot, so I tried it, and low and behold, there's an extremely tiny increase in charge speed - as in a single tick of the grey charge bar is there when doublestacking the mod, vs the ability being completely blank for 1/2 a second before starting to charge with no mods. Even works if you're not near an enemy. Tried it again with one mod, and now that I know how small an effect to look for, there's an almost imperceptible difference, about a pixel's worth of charge added vs no mod. Not even part of the grey bar, just a white line at the bottom vs completely blank. Maybe it's such a tiny effect because dodge already charges pretty quickly (was testing with 5 mobility, probably should have tried testing with none). So false alarm I guess. It's not broken, it's just not worth slotting.

Yea. Most of those mods are negligible at best it seems.
