your post is confusing 2 quest lines. Tributes are part of the tribute hall quest/event. The menagerie is completely different. Both are called Invitation but do not have anything to do with one another.

The only quests I have left that are related to the Tribute Hall ask me to place tributes in the Tribute Hall, but none of them are available for purchase. I am unsure how to continue the quest line.
