They explained it afterwards that you won't be 750 right off the bat, I think. You have to do some gameplay on each of the destinations, which could be done through Power Surge quests until you hit 750 minimum for Shadowkeep.

If it IS starting at 750, I hope they adjust the scaling of the content. Make it entertaining, but not too hard.
