Friendly suggestion, the Senate should comprise of either 9 or 11 members as oppossed to 10 because you would want to avoid any ties while voting.

Good point, we'll take that into consideration. Currently the Chancellor functions as a tie breaker vote that way he has some power and that way it doesn't have the problem you mentioned
