You need to combine 4 green ones into 1 blue stem, once you have that blue stem you must find it's resonance node on mars or else you won't be allowed to recombine green ones into a blue one, that may be where youre stuck at.

remember you can only hold 1 blue at once, if you don't go find it you'll be stuck there(cause i don't think you can discard it)

In most cases you don’t get a stem for the area you are in when you combine it. Like if you make it in Futurescape it’s unlikely to give you a futurescape key. So if you’re trying to get all 45, combining them in the tower can often make it easier to get ones you haven’t got. That’s how I managed to get my final few after about 20 duplicates. Find a checklist you can tick off to avoid you chasing down duplicates.
