Not sure where you're looking, but there are several options for buying Forsaken with or without the annual pass, without buying the already existing stuff.

I havent seen it, only option i see in the Xboxstore is the Legendary for 60$, and the Comp. Collection for 100$. Please point me in the right direction where i can pre-order the Expansion with the bonuses and the Annual pass.
