No, but racist people support Trump. Look at white supremacist rallies across America. Charlottesville, Portland, DC, KKK rallies. All these people are ardent, outspoken supporters of Trump. The Republican party has a cancer of throngs of racist bigots eating away at them. Let me put it to you this way. If you throw a party at your house and a bunch of white supremacist show up and you let them hang out instead of kicking them the fuk out your house then you are guilty by association. Even if you yourself are not racist. You and others on the right get angry at people like me that point out that racist are infecting the republican party instead of getting angry at the racist that are standing right by you. If you don't like people associating racism and Trump supporters then cut the cancer out and kick them out of your party.

The way he phrased it doesn't imply in that context specifically. There were racists that voted for him and non-racists too, he's only referencing that racists voted for trump, not that voters overall are racist. It's all abour syntax, please google that word if you don't know it.
