LMGs simply dont' fit into the PVP scheme this game is creating.
Simply because there would be no way to balance them without having to break them.
In Destiny 1, the best archtype of LMG killed in 4 head shots. IN the current PVP sandbox, someone armed with an LMG would be a MENACE. Even if you limited them to only 25 rounds. I can still manage to kill SIX people with that weapon.....and probably manage to keep it going until I can get to the next source of power ammo.
So you're looking at someone who is running around all game long with a weapon that is OP to the point of being unconterable
OTOH....do your really want to be running around with an LMG with only 10 or 15 rounds??
Really not worth the effort at that point.

There's a missed opportunity to use them as a bullet hose that debuffs opponents by dealing "suppressive fire" to them. If you reduce their damage output, their role would be utilized to make targets take cover so you can run up on them, switch to a shotty while they're still debuffed, and blast them (or have your team do something similar). I want a weapon achetype designed to keep snipers/scout rifle sharpshooters at bay, to make them think twice about sitting back and lobbing fire at you for an entire match. But for PVE, something you can fire that will stagger enemies, mess with their targeting, and keep them at bay while your team shells them with other weapons... Use them to affect bosses by slowing them or interfere with their high damage AOE attacks. I mean... I think there's a way to utilize them if they're rebuilt from the ground up with a different philosophy in mind. I get the TTK is a huge thing all across the board, but a gun designed for support in massive firefights; yeah, I'd take that for a powerslot 9/10 is my team has the firepower to warrant a reason for me to use a weapon designed for suppressive fire.

You can fit them in. But you'd have to BREAK them to do it. Sweet Business is a fun gun that makes a lot of noise...but at the end of the day isn't that effective of a weapon. If I have to choose between not having LMGs but getting to remember how great they were in D1....and having to live with a watered-down version of them that doesn't break D2? Leave 'em out of the game, I'd say.
