What you can do is all 3 of your members spawn in to a separate io space.
Once the public event pops up than just join up on member

Its a global thing. Its not a different event in different instances

Sunday I ran this event 10 times Try it it definitely works Monday my buddy tried on and it spawned 3 times this way .

It’s a global event. If you had it everyone else had it as well, you were lucky but I spent 5 hours Sunday night trying to do it and not once did a taken PE appear
