Do you have any kind of PC? It can run well on basically any PC, you don't need a gaming one. The specs that are recommended for it on Steam are so low that an office laptop from 2012 could probably run it with no difficulty.
And as for why it's not on PS4, I have one thing to say:
[spoiler]It's about time that Xbox got an exclusive that was actually really good. The Last Guardian, Horizon Zero Dawn, Bloodborne, the list could go on. Xbox doesn't have any of those.
Yeah we have Halo and Gears of War, but that's it.[/spoiler]
