Except that that very snippet mainly targets attempts to create a substantial profit via a business. The amount of money any given streamer makes from fools doesn't even register on bungies radar.
As long as these sales of carries dont interfere with bungies profits there is not problem.

Bungie actually likes streamers, I'm pretty sure Krafty and many others who do trials carries benefit them and gain increased exposure to their game.

If anything it helps sales ... thats why its never addressed.
