There is a much easier way of getting up there than the way you took, but interesting find none the less.

Thanks for the share, have you found out how to get fully charged also? Running on the wheel then you go to the top of the building where you found the traveller shard?

Actually as soon as I walked to the middle of the wire and stood there for a moment it gave me "Sentry Ranks x2" and "Vertigo Completed" And I started to run faster and jump higher

There are two charges, one for running on the water wheel for a few seconds against the flow and the other for getting on the roof :).
