For a pc player someone will find or write the code so you can play over 30 hz, no game on the pc never had someone not fixed a devs code. on low hz stuff. plus ps4 and xbox one can run games at higher then 30 hz also.

Can't hack servers entirely

You can't rewrite server code for servers you don't control. No, someone cannot mod in faster network refreshes. That has to be done at Bungie's end.
