Do you -really- remember getting them from an exotic engram, or was it sometime mashing A at the cryptarch with a ton of other blue and purple boot engrams?

That's my thoughts as well, but I can't say whether or not it's possible to get them out of 3oC. I just know the percentage from 3oC's is not equal to other exotics.
