I would have to dig up my reference article but off the top of my head it is how much the developers can access the hardware, if that makes sense. Not only is the "talking" between components faster on the Scorpio but developers can safely use a much higher percentage of each component than on the Pro.

Like the API being built into the hardware. Takes requests from the thousands down to the tens.
