I have the same problem today, 10/3/16.
Just got the bounty
Wearing high command cloak, Themisto, and Badge of the Patron
Have all exotic class items for titan and warlock and haven't had this problem

I'm having the same issue today 10/30/16. I've tried multiple emblems and shaders and even bought a new mark from NM to make sure and nothing works. Very frusterating

I am also having this issue today 10/27/16. I tried different shaders and emblems but no luck. I only have one titan mark so I couldn't try to switch that. Pretty annoyed since I did 5 strikes thinking it was working then 2 more trying to fix this issue. Bungie please fix.
